International Federation of Red Cross/Red Crescent
I think this is the fastest place for aid to reach victims as they are already on the ground working.
However, if you wish for your donations to reach only the Malaysian victims, try the funds started by media groups such as NST.

I have just donated! They accept credit cards.I guess you are really right, it will be the fastest way to reach the victims. I really think there are more countries needed more help than Malaysia. of coz do not neglect Malaysia too!
